CONDITIONAL USE PERMIT DOCUMENTS

    Jack Ginnever's letter to the Crystal City Building Commissioner, Crystal City City Engineer and the City Council of Crystal City.  The letter has 182 issues with no response - dated February 28, 2009.
    The conditions that were officially recommended by Crystal City's Planning and Zoning Commission - dated February 23, 2009.
    The conditions that were officially recommended by Crystal City's City Council - dated March 12, 2009.
    Exhibit A of the conditions that were officially recommended by Crystal City's City Council.  This is the actual application for the conditional use permit submitted by the previous owner of the smelte project and Alberici Constructors - dated December 31, 2008.
    Exhibit B of the conditions that were officially recommended by Crystal City's City Council.  This is the site plan of the project - dated January 20, 2008 and revised January 26, 2009.
    Exhibit C of the conditions that were officially recommended by Crystal City's City Council.  This is the site development plan of the project - dated January 20, 2008 and last revised on January 26, 2009.
    Exhibit D of the conditions that were officially recommended by Crystal City's City Council.  This is the traffic statement that was made by Karry Friedmeyer, the Street Superintendent of Crystal City - no date stated on letter.
    Exhibit E of the conditions that were officially recommended by Crystal City's City Council.  This is a letter from the City Engineer, Carl Vogt.  It addresses three topics, a letter from Roger Baker, production worker parking and a traffic study - dated February 18, 2009.
    Exhibits F and G of the conditions that were officially recommended by Crystal City's City Council.  These are statements and a letter from the Fire Department Chief Tony Bova regarding various issues, a 1st alarm procedure and an opinion about the amount of extra strain on current city services - dated February 12, 2009.
    Exhibit H of the conditions that were officially recommended by Crystal City's City Council.  This is a letter from Police Chief Doug Ruess stating an opinion about the amount of extra strain on current city police services - dated February 11, 2009.
    Exhibit I of the conditions that were officially recommended by Crystal City's City Council.  This is a letter from the Crystal City Water Superintendent Tim Whaley containing previous usage reports and an opinion on how the project will affect water usage - no date stated on letter.
    Exhibit J of the conditions that were officially recommended by Crystal City's City Council.  This is a letter from the City Clerk Debbie Johns stating an opinion about the amount of extra strain on clerk services - no date stated on letter.

BRADLEY FARM MYSTERY REVEALED!

(Originally posted in 2007, Updated March 25, 2012) Mayor Schilly told us repeatedly that the city was not interested in the Bradley property.   The entire truth is that the city was interested in the property as a major facilitator to the smelter project, but not as an owner of the property.

This email (with addresses erased by us) shows that, on March 7, 2007, Brent Baker from American Milling and the Crystal City Building Commissioner Bob French arranged a meeting for Brent and the owner of American Milling, Dave Jump, to visit and discuss the Bradley farm property.  

American Milling is based in Granite City, Illinois.  So who is Dave Jump?  You don't have to look hard to find this interesting article that asks the very same question.

You will also see a reference to a "Mr. Van Cleve" in this email.  This refers to Mr. Peter Van Cleve from the law firm of Bryan Cave.  Peter's name is on the property tax records for the Bradley farm.  We spoke to him and he admitted that he does represent the Bradley property for certain legal aspects.  Peter is one of the sons of William Van Cleve.   William Van Cleve served as the personal lawyer of Bill Bradley for more than 25 years and Mr. Bradley described him as "the older brother I never had" at his funeral in March of 2003.  

The Hug Farm reference in the email refers to the partnership by the name of "Hug Farm Partnership".  The Bradley farm is actually owned by Bill Bradley and a partner and is managed by this partnership.  We do not know how the partnership allows someone in the partnership to sell all or part of that property.

Almost five months later on August 29, 2007, Bob French (Crystal City Building Commissioner) emailed the previous owner of the smelter project to make sure that it was OK to divulge information that would be "pertinent to the sale of Hugs Farm" to Peter Van Cleve.  Bob French needed permission because of the Confidentiality Agreement that was signed.  The email to Bob French is here (with addresses erased by us).

Here is another email to Bob French asking Bob if he would tell Peter Van Cleve that the Hug Farm property will be used for a "barge port facility with a rail track loop and sidings".  The addresses in this email were erased by us.  The text that is erased was done prior to our possession of the document.   It should say "This information will be pertinent in the sale of the Hug's Farm site".


GREAT RIVERS FINDS CRYSTAL CITY ORDINANCES ILLEGAL!

On Monday, October 15, the Great Rivers Law Center faxed a letter to the Crystal City Council on behalf of the Concerned Citizens for Crystal City stating that the ordinances passed by the City Council which set in motion the proposed iron smelter for Crystal City, Missouri are illegal.
